Icon Menu – Image Size Issue

I like the Icon Menu option because of the text below each icon. I wanted to use a different icon then what comes in the standard list, so I attempted to convert a JPEG image to a .ico image but get different image sizes when I do. When I add 3 different icons in a 3 row setting they display in different sizes…is there a trick to converting a JPEG to a ico image or setting the exact image size of each ico file so they display same size across the page?
