Title hover on Icon circles

On the above page I’ve got a row of circle icons, with links. I’d like to be able to have that little black speech bubble title pop-up when you hover over them, like the social media icons in the side-bar and footer. What do I need to add in order to do that?
Also, can you point me in the right direction to edit the social media icons widget? I’d like to add Deviantart
