home page layout/animation versus static pages

I have 2 questions:
is there a way to make the header of the home page (non static) looking the same as the other static pages with page title as header (in particular line spacing and the gray line above/under the homepage header). The home page is in a home widget area, with the ‘Welcome to…’ text as a H1 font format
The home page has a nice animation for the body text to appear. How to apply the same effect to the static pages.
