dark semi-transparent layer on page when dropdown menu is hovered

Hello there,
I’m trying to change the appearance of the entire page when the dropdown menus are hovered over. I was thinking about adding a black semi-transparent layer on top of everything except the menu dropdown box to keep the focus on it. Something similar to how this dropdown menus work on *Login to see link . For some reasons I cannot manage to add the extra layer by using css, or perhaps I don’t know how… Any ideas on that?
