Not Topbar Layout Switch, but Add Alternate Display Option

In reading thru the forum, I found many users seeking to switch the display of their “Show Cart” and “My Account” features to the RIGHT HAND section of the Topbar. I too am seeking this function, as I want to balance out my topbar, which is currently two lines deep.
Ideally I am seeking to have these two features positioned UNDER the right side Search box. I have been struggling with manually coding them in this layout because of the responsive design changes. They do not want to center nicely, like the search box does. I have currently reverted my site to displaying “Show Cart” in the left section.
Is it possible to build in a customization allowing for users to select which woocommerce Show Cart and My Account features they would like to display between the two topbar layout sections?
