Animation and shrink on header scroll?

Hi Ben,
I have used your themes on several websites, and love how versatile they are.
I wonder if this is possible?: My brother wants his header to have a .jpg image as the background header with an overlaying .png (his logo) that changes position on the header in both x and y axis in relationship to scrolling the page (and also gets smaller as it becomes the image at the top of the page, where the menu is. It will be the little tree basically jumping over the creek. A link to the .gif that illustrates the idea is here: *Login to see link
Please let me know if you understand, and if something can animate like that in relation to the scroll?
