Buttons color

Hello team,
I would like to modify the buttons color, specifically the “post a comment” or any basic button, while having a different color for highlighted or hoovered content.
I get my primary color both works for the categories display on top of articles on single posts or summary, for buttons and hovered links.
How to modify each separately?
