Can't find add new theme in wordpress.com

Hi, I need help! It looks like the “add new” theme button is missing from wordpress.com. I am using wordpress.com to create a blog and use wordpress.com as a host too.
When I click on Appearance, Themes, there are only three options for me to choose: Trending, Popular, Newest. I am wondering why I can’t add my paid virtue premium in wordpress.com?
could someone please shed some light?
