Change mobile top menu bar color

Hi –
I have been trying to change the mobile top menu bar color using the Advanced Settings CSS. For the desktop, I have the top bar color set to white. For the mobile top bar, I would like to set the color to #2aab8. No matter what I do, the mobile top bar remains remains white, which essentially hides the mobile menu icon. The mobile dropdown menus display fine.
