Force caption on desktop, but only show on hover on mobile?

Hi there,
For an advanced gallery block, I know that I can select to show caption “only on hover” for desktop, and then a toggle comes up that lets me “force hover effect always on mobile.” Can I do the opposite? I want the caption to always show on desktop, but only show on hover for mobile.
The reason is because the caption looks short and only covers a tiny bit of the bottom of the photo on desktop, but on mobile, it covers up the entire image.
