How to create hyperlink

Hi,
I need your kind advise on how to make ala hyperlinks for menu options. So, currently I have menu, where the visitor of the site can choose the needed option in menu, e.g. contacts, delivery terms or products, click on it, and it brings him to the other page of my site.
I do not want the visitor of my site to be redirected to another page, I just want that the home page scrolls automatically down and visitor read what is needed below on the homepage. I hope you get my explanations:-) The example of what I need is below.
