How To Insert the Google Tag Manager?

Hi,
I am supposed to place the GTM in the Body section of the Header.php but there is no such thing in my Virtue-Premium/Wordpress (Virtue-Premium version 3.4.7 & WordPress 4.4.2).
The editor displays only a commented section instead.

How can we work that around usually?
