How to set top row height and padding?

Hi,
We added a WPML language switcher using header HTML element. Language switcher show up nicely but the main row is too high and I am unable to make it smaller. See the screenshot here.*Login to see link
Please advise how can we make this top row much smaller than it is now. Also, do you plan to add top row adjustment setting to the customizer settings?
