I can't access recommended plugins anymore

Hello,
I initially tried to bypass using recommended plugins such as Revolution Slider and BCE(forgot the full name) by dismissing their reminders, but now I can’t seem to find the option to re-enable them anywhere. I have checked Appearance settings but there is no longer the “Recommended Plugins” option.
Does anyone know how I can reenable this option? Thanks!
