Icon choices Missing from Topbar Icon Menu

I’ve had no problem with adding a new Icon Menu item in the Topbar Icon Menu in the past. However, today when I add a new icon menu item, I do not get any dropdown of icon choices, just an Upload Icon button.

Here’s a screenshot of a new icon menu item and it does not show a dropdown of icon choices:

Here’s a screenshot of one of the existing icon menu items and you can see the dropdown of icon choices:

I have tried in Chrome and Firefox in both regular mode and incognito mode with no success.
