Image Overlay Block CSS Help

Hello all,
I am trying to replicate two items from another website, just to test which one I prefer more
The website:
The section in question is the four blocks under the fold/search area, titled oceanfront & bayfront, luxury, new homes, pet friendly.
Using Kadence Blocks Pro (perhaps I need to upgrade further?), the best I can do is create a zoomed in image on hover. I cannot figure out the custom CSS to make it a hover inner border and swap text color from white to black.
The second item is just adding a shadow to the text in an image overlay block.
Would absolutely appreciate any CSS help you all can provide.
