Is it possible to show a set of default blocks in the editor?

I would like to create a set of blocks to be used as a “template” for a custom post type however I want these blocks to be shown in the editor. I would also like to make it so that the blocks that appear can be edited but no blocks can be removed or added. is this something that is possible within the pro version?
