Locked options??

So I’m building a new site and activated my virtue premium theme as usual but immediately i see that various options appear to be locked.

In “theme options” – “Enable Sticky Header?” appears to be the first along with any other with the same answer toggle. It’s as if there’s a glitch that locks these options and its across various web browsers to. – oh and they actually look different…(see image)

Any ideas?? I’ve tried reinstalling the theme a couple of times now.
