Menu – Arrow cursor on # Custom Links (not hand)

The Menu on many of our client sites has ‘label only’ (URL = #) Custom Links that then drop-down to clickable options.
How can we make the hovering mouse cursor show the arrow icon on these menus? That is, instead of the hand/finger which implies a clickable menu.
