Message in all shop sites in header?

I remember i have seen an option that you can enable and display a message at the top of all the site pages…
but now i don’t remember if it was inside the virtue theme options, in woocommerce or it was an option in the wordpress settings?
Any idea about where this option is so i can enable it?
