Modifying Font Size for Site Name based on device

I’m using the Virtue Premium theme, and have sticky header on for site and for mobile. For now, the site has a text site name rather than a logo (which may be ready relatively soon). I’d like to have the font size shrink for tablets and for phones. Something like 32/40, 28/36, 18/24 for PC, Tablet, Phone would work.
Also, when I changed from free to pro, the tagline in the header disappeared. There’s a value for tagline in at least 3 spots, but none showing on the site.
