Multiple Emails in Contact Form & Portfolio Constant Overlay

Good Morning,
I had a quick question about the contact form and portfolio blocks.
For the contact form, is there a way to relay responses to multiple emails? I’ve attempted separating emails with ‘ ‘(space), ‘,’ (comma) and ‘;’ (semi-colon), but the form errors out.
For the portfolio block, is there a way to have the overlay and title present without hovering? I’ve attempted setting normal and hover overlay & text to the same, but it still appears only on hover. Manually tried to change to target the div tag, but was not successful either.
