odd mobile issue post WP 4.7.4 update

Post update to 4.7.4 the top section of this website, this includes everything with the chalkboard background, started to display an odd mobile sizing issue.
It adds a big right margin at different sizes.
This section is built with the layout builder and two rows with an editor, image, and icon widgets.
Plugin Conflict test: all plugins except SO builder and the Black Studio TinyMCE Widget turned off same result.
There is a little mobile CSS but I removed that and no change.
