Page Title display under Header area

The Page Title displays under Header area when the screen width is between 768 and 992 pixels wide. I have noticed when testing on small screens, I see the title of the Page move up under the Header area as the page width is changed and is between the values above. If smaller or if larger the Page title is below the header and displays correctly.
