Portfolio Hover results in mobile users having to double click

There doesn’t seem to be a way to disable the hover effects on portfolio grid.
This fancy effect is fine on desktop but on touch screen tablets/mobile it means the user has to tap twice to get to the portfolio.
I don’t like this. Is there a setting or a bit of CSS I can use to prevent this?
I don’t want the overlay text to show up on the top constantly on mobile either. It is impossible to read. But I can not see a way to show this info below the image instead of overlaid.
