Problem with “Title Above Content Overlay Color”

I’m trying to Customize the “Title Above Content Overlay Color” setting.
When I’m in the Customize window, it seems to work…
However, when I Publish the customization and view an actual page, the Overlay Color reverts to the default…
What am I missing here?
