Problems with Home Image Menu …adding blanks

Hi my problem is on homepage layout the Home Image Menu keeps adding on two blank rows and this is having the effect of creating a large gap (on the home page shop.cathalbutler.me) between the 4 image row and the next row Custom Carousal. I keep deleting the two extra image rows (and saving my actions) …but after each time I delete they keep coming back?
