Problems with the Ascend Premium mobile header

The site that I’m working on is at InnovateBellingham.com and I cannot turn off the desktop header on mobile. I have toggled and re-toggled every theme option that would be relevant and never once did the desktop header disappear from the mobile view. What do I need to do in order to fix this problem?
