Products per page isn’t consistent

For some reason the products per page isn’t consistent. On the tags pages page 1 has 16(like I want), page 2 has 15, and page 3 has 16. On the categories pages page 1 has 15, page 2 has 16. So it’s really weird. It’s always one off if it’s off but sometimes it’s perfect. I went in and disabled all of the plugins that weren’t necessary and it still happened. I switched to WooCommerce’s Storefront theme and it also still happened. I also installed the Code Snippets plugin and followed the instructions found here: *Login to see link
That also gave inconsistent numbers. So I have no idea where it’s getting these numbers from. Any idea what could be causing this?
