border around image doesn't fit nicely

I am uploading images of various sizes with Virtue image widget and am using widget-attributes-css style:

}.image-menu-image-size-shrink a.homepromolink {
border: 3px double #999966 ;
}

The border doesn’t fit nicely over the largest image, when viewed on a larger screen (16:9). Only ok at iphone screen size. Can the css be modified to fit better? Also does it matter if the images are not uploaded as 16:9 or some standard screen size?
