Sick server wait time and child styles

Another issue is my sochi.asp.sale website – which for some reason loads very slow, and the problem is wait time.

I have done so many things, like minifying, caching, optimizing images, concatenating files – I get a good performance rating – 95, but it still waits 3 seconds before loading. What could be the reason?
And also, I still didn’t get how to properly move styles from advanced settings tab in theme settings to style.css file, if I do – it doesn’t work. Should I enqueue parent style? How is it done properly?
