The header without “Row Layout” on phones goes a little off the screen

Hi!
If I use a header without “Row Layout”, then on phones it goes a little off the screen. On PC and tablets everything is fine. I understand that this can be fixed by adding a Padding header separately for phones. But I think this is wrong, because nothing needs to be added for PCs and tablets. What is the cause of the problem?
