Theme Customizer: Title Above Content / H1 Title and Breadcrumbs settings

I have tried using this setting as I now have set a heading above content but its really to no avail. I set it to red and setup titles in every configuration I could try and I just could figure out in what scenario this breadcrumb and H1 title will apply. I eventually gave up and set it in CSS.
