VP Theme changes

When I changed to VP theme it changes a lot of the features from previous theme. I am working on each to restore what I had.
Can’t figure out how to have menu bar below header. Also Menu bar should have a black background, white font, and a gold line on top and bottom of menu bar.
Help appreciated.

Here’s another issue to fix. I want to reduce width of side widgets. And want to reproduce the color in the title boxes to gold.
