Why does the the “Flex Grow” setting sometimes not show up for a Section

Hey guys! I’m real new at this, so please bear with me. I’m learning to use the “Flex” setting on the Section blocks, and I notice that sometimes that option just doesn’t show up under the Advanced -> Structure Settings. Why doesn’t it show up? Put another way, if I notice that option isn’t available, is there a definite list of conditions I should check for that would be preventing it?
