I am building a site in wordpress for the first time after working with Joomla for a long time.
This is a wordpress question.

I am building the site in a background folder and then will transfer to the domain when complete.

Currently my URL’s look like
http://221.121.138.189/~rgtest/harrigans/

With Joomla you could switch of the SEF urls and use site urls that looked for articles within the site these looked like –
ttp://www.example.com/index.php?option=com_content&view=article&id=1:welcome-to-joomla&catid=1:latest-news&Itemid=50

These allowed me to work on a site in a remote location add links and then when the site was transferred they still worked fine.

Does wordpress have an equivalent feature?
