Allow tab labels (Tab 1,2, etc) selections to display in 'General > Set initial Open Tab' on Tabs block

When disabling Tab Title on Tabs block to show just the icons, it also wipes the labels of each tab from the 'Set Initial Open Tab' dropdown under General. As these tabs still require this option applied, please can all labels remain for selection in this list? Thanks, Truly
