Category grid/list Query

I want the query to allow me to select categories, all top parent cats (ability to exclude) or all child cats of a parent (ability to exclude). Lets use a food blog as an example. So it would be like a parent category of diets and it shows the featured image, cat title, and description of the child diets (keto, low carb, gluten free, etc).
