Accordian two title bars – confusing

Is it a bug or feature that the Pinnacle Accordion has a double bottom bar? I can’t figure out the value of clicking the small bottom line to expand the box and not have the accordion title change color, but if I click on the full title bar, it expands similarly but changes colors. I don’t see any customizations or styling for color, font size, or features.
I feel like I’m missing something obvious, but I just want a style-able, plain vanilla accordion…
