Add animation on hover… in the header

Hi folks,
I’m trying to add an animation on hover… to my header. My client gave me cool animations of color stains and I’m trying to figure out how to add them.
The point : each time a client on desktop goes to the header, a little animation shows behind the title of the page.
Exemple in the header here : *Login to see link
(My animations are a little bit more… Animated though)
I have no knowledge of CSS and since my demand is pretty specific, I was hoping you’ll know better !
And another question, I guess the best format for the animations would be SVG ?
