Background color behind text

Hello
When I scrolled over the text on the site I’m building, I saw something I’d like to replicate. The background of the text was highlighted blue, and ghosted. Below is a screenshot. Is this possible to accomplish? I especially like how it mimics the staggered boxes of the logo.
I tried adding this: background-color=”3a97cd” to the css in the html view of the hero frame; my problem is that I don’t know how to drill down to identify the specific tag (if that makes sense), to then add to advanced settings.
