Background Image Overlay Bug for Section Blocks

When setting the background overlay opacity for a Section, the current system seems to default to something like a 0.3 value. Perhaps that specific number is inherited from my personal website setup, I’m not sure. Regardless, moving the bar doesn’t change how the website displays.
Switching tactics, I tried using a Row Layout block instead. This block works fine (hooray!) but I noticed that the setting works with a flat integer percent, unlike the Section block. Images attached below for proof.
