Change color of header and logo when scrolling

I am using a white transparent header and what I’d like to do is change the color when scrolling to blue instead of solid white. The logo would have to change as well (I have another file for that).
I’ve looked at various CSS options but no luck so far.
Everything is local so I don’t have a link.
