Checkout fields clear when choosing shipping method

When checking out on our website and the user selects the shipping method, the first name, last name, phone number, and email fields all get the inputted data cleared or removed when the page refreshes… it is causing a lot of bad user experience and I cannot seem to solve it. I have deactivated every plugin related to or having anything to do with Woocommerce to no avail…
Any ideas out there?
