Checkout page not showing billing/shipping fields

My checkout page seems to be acting up. When you drop a product into the cart and go to checkout, if you have no billing or shipping address filled out in your account, the checkout page should show those fields correct?
Even if the billing/shipping info is on the account page, if the “ship to a different address” box is checked, shouldn’t there be fields shown to fill out?
I’ve looked at the Woocommerce System Status and there are a number of pages that the theme are overriding, but none of them look like the checkout page.
I have deactivated a number of plugins, but that doesn’t seem to help either.
Also, we are doing only Flat Rate shipping and using Paypal Standard for payments.
