Checkout reCAPTCA disabled but still applying

We have the checkout reCAPTCHA option for Woocommerce Checkout disabled but have received contact from several customers saying they have not been able to complete their order because the “Error: Invalid captcha” notice comes up, yet no reCAPTCHA is there for them to complete.
When this error occurs customers are not able to complete their order.
