confused about custom CSS

Hi;
I created a child theme with a custom CSS file in it.

Someone I’m working with entered some custom CSS in the theme custom CSS box.

When I moved it to the file in the child theme it stopped working so I moved it back but I don’t understand what happened.

Can you tell:

1.) If custom CSS is entered in Theme custom CSS option is that guaranteed not to be overwritten by Theme updates?

2.) Why would the CSS work in the Theme option but not when transferred to a CSS file in the child theme? (Other CSS changes in that file work)
