DEV copy of site not working

I have made a dev copy of the WP site with virtue.
The site works, but somehow the theme will not let me save anything and throws one error right from the start

Warning: mkdir(): Permission denied in /home/vgitdev/public_html/wp-content/themes/virtue_premium/themeoptions/inc/class.redux_filesystem.php on line 132

The site is a backup and a restore of home directory and database.
The site works. but I can almost change nothing without errors.

Is the original URL hard coded into the theme somewhere?
vgitdev.com is the dev site
the original is vgitservices.com
i need a dev to work on before changing anything on production.
