Empty Menu page with drop menu

On my Secondary menu I have 5 items which I created pages for. Three of them are empty pages where I put drop down menus. To access the drop menu the user needs to hover over the empty page name and the drop menu appears. If they select the empty page name quickly the menu will not drop down and they will open an empty page. Is there a way to set up the drop down menus so they cannot open the empty page?
You can try this on my website at http://www.woodartforms.com. Hover over Vessels and you will see a pull down with 4 items. Select Vessels quickly and you will go to a blank page. I have received complaints about this.
