FEATURE REQUEST: To make the topbar slide in when cart has items or user login

This would make the the topbar very useful in a different way for logged in users and for account changes, cart views etc
It would be cool to have the topbar act has a utility as it already does but with the option to show only when needed like when an item is added to cart or a user or member on the community is logged
Additionally it would be cool to have the cart only show when it has an item in it period with the option to change the word “Cart” for other languages or for other reasons
